Adds Secretary of Food and Agriculture as member of Strategic Growth Council, which provides data and planning assistance to local governments for sustainable community development.

Updates Strategic Growth Council membership to reflect 2012 Government Reorganization Plan by replacing "Secretary of Business, Transportation and Housing" with separate "Secretary of Transportation" and "Secretary of Business, Consumer Services, and Housing."
