Prohibits public agencies from using unmanned aircraft systems except when law enforcement agencies obtain a warrant based on probable cause, or in emergency situations including fires, hostage crises, hot pursuit, search and rescue, traffic accident assessment, wilderness inspections, and environmental disasters.

Allows non-law enforcement public agencies to use unmanned aircraft systems only to achieve their core mission when unrelated to gathering criminal intelligence, with reasonable public notice required before deployment.

Requires images, footage, or data collected by unmanned aircraft systems to be permanently destroyed within one year, except for training, academic research, asset monitoring, environmental management, or warrant-authorized collections used as evidence in litigation.

Prohibits dissemination of collected images, footage, or data outside the collecting agency unless required by warrant, shared with another non-law enforcement public agency for related core missions, used as litigation evidence, or made public without identifying individuals.

Bans equipping or arming unmanned aircraft systems with weapons or devices intended to cause bodily injury, death, or property damage unless authorized by federal law, and applies all surveillance restrictions on electronic devices to unmanned aircraft system operations.
