• Requires the Secretary for Environmental Protection to ensure the cross-media enforcement unit prioritizes enforcement actions in disadvantaged communities identified under the California Global Warming Solutions Act.

• Prohibits local legislative bodies from counting translator time toward a speaker's allotted public comment time unless simultaneous translation equipment is used.

• Requires the California Environmental Protection Agency to maintain a public database on its website containing permits issued, enforcement actions initiated, and compliance histories of regulated entities, with searchable geographic information system platform functionality by January 1, 2018.

• Raises the maximum grant amount under the Environmental Justice Small Grant Program from $20,000 to $50,000 for eligible community groups addressing environmental justice issues.
