Authorizes the State Department of State Hospitals to establish pilot Enhanced Treatment Programs (ETPs) beginning July 1, 2015, for patients at high risk of dangerous behavior when safe treatment is not possible in standard environments.

Requires a Forensic Needs Assessment Panel (FNAP) to evaluate patient placement within 7 business days and certify patients for initial 90-day ETP treatment, with mandatory reviews at least every 90 days thereafter.

Establishes ETP facility requirements including 1:5 staff-to-patient ratio, single-occupancy rooms with 24-hour visual access, external door locks (not counted as seclusion), and assignment of full-time independent patients' rights advocates.

Requires independent medical review by an outside forensic psychiatrist or psychologist before certifying continued ETP treatment beyond one year, with opportunity for patient hearing and representation.

Mandates annual legislative reporting on ETP outcomes including patient characteristics, staffing compliance, length of stay, restraint/seclusion use, staff turnover, and patients' rights complaints.
