Amends Section 19867 of the Business and Professions Code to require the Department of Justice and California Gambling Control Commission to establish an enhanced fee schedule for expedited license applications and background investigations.

Applicants who pay the enhanced fees are entitled to have their applications and background investigations processed in a shorter timeframe than standard processing.

The enhanced fee amount must be set to reflect the reasonable costs to the department and commission for providing the expedited review.

Maintains existing requirements for applicants to deposit money adequate to cover investigation and processing costs, with excess deposits to be refunded.
