• Adds races from the Wood Memorial to the list of out-of-state thoroughbred races exempt from the 50-race-per-day import limitation.

• Modifies advance deposit wagering (ADW) distribution formulas to base commission calculations on each association's total live racing handle (rather than breed-specific handle) in the previous year.

• Applies to wagers on out-of-state and out-of-country races conducted after 6 p.m. Pacific time for harness and quarter horse racing.

• Makes nonsubstantive technical corrections and clarifications to existing law regarding horse racing associations and fair wagering operations.
