Establishes the California Higher Education Authority effective July 1, 2015, governed by an 11-member board of directors appointed by the Governor, Speaker of the Assembly, and Senate Committee on Rules, with staggered six-year terms.

Creates a 9-member student advisory committee representing California Community Colleges, California State University, University of California, and independent institutions to advise the board on student fees, financial aid, services, and educational policy.

Authorizes the Authority to develop state postsecondary education goals and metrics, measure segment performance, recommend strategic finance policy on appropriations and student fees, and review major capacity decisions financed with state funds.

Requires the Authority to maintain a comprehensive database with longitudinal student tracking using unique identifiers, ensuring compliance with federal Family Educational Rights and Privacy Act and providing data access to higher education segments.

Repeals the California Postsecondary Education Commission (CPEC) and transfers its data management responsibilities to the new Authority, with implementation of various duties phased in from July 1, 2015 through July 1, 2017.
