Authorizes common interest development associations to conduct elections using electronic voting systems as an alternative to paper ballots, with members able to choose their preferred voting method.

Requires associations offering electronic voting to provide members at least 30 days' notice and obtain written confirmation of intent to vote electronically; members not indicating electronic voting receive paper ballots per existing law.

Establishes minimum security and functionality requirements for electronic voting systems, including secure member authentication, ballot secrecy, accessibility for disabled members, and ability to verify receipt of votes.

Requires electronic balloting service providers to be insured for liability and unaffiliated with association management, and mandates retention of electronically submitted ballot data until the election challenge period expires.

Authorizes the Secretary of State to study and adopt regulations to certify that electronic voting systems comply with specified requirements under Elections Code procedures.
