Allows city legislative bodies to adopt district-based election ordinances without voter approval if voters previously rejected such an ordinance, with this provision expiring December 31, 2016.

Requires cities with populations of 100,000 or more to adopt district-based election ordinances for legislative body members by January 1, 2017, without voter approval.

Permits all other cities to adopt district-based election ordinances without voter approval, effective January 1, 2017.

Requires district boundaries to be established and adjusted in accordance with state law provisions on redistricting.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies, reimbursement shall be made through established state procedures.
