Extends equine infectious anemia testing requirement from 6 months to 12 months for horses brought into California.

Redefines regulated horse events as "public equine events" and "public horse sales," expanding regulatory scope and imposing criminal penalties for violations.

Increases event registration deadline from 30 days to 60 days before the event begins.

Raises the exemption threshold for small events from cumulative fees not exceeding $4.99 to entry fees not exceeding $4.99 with other fees not exceeding $19.99.

Requires the Department of Food and Agriculture to establish by regulation an approved therapeutic medications list and maximum detectable plasma levels for NSAIDs by July 1, 2014, replacing statutory limits.
