AB 1389 Summary

• Increases Shell Egg Advisory Committee from 7 to 10 members, with 8 egg handlers selected by the Secretary of Food and Agriculture, one member designated by the California Agricultural Commissioners and Sealers Association, and one public member appointed by the Secretary.

• Makes San Joaquin Valley Quality Cotton District provisions inoperative on January 1, 2014, unless a resolution is approved to continue operations or the Secretary receives a petition from the cotton industry and determines continuation is in the state's best interests.

• Modifies California Asparagus Commission structure by removing the two-district geographical division and allowing the commission to modify the number of producer members by a 2/3 vote with Secretary concurrence.

• Eliminates term limit provisions for Asparagus Commission members and removes corporate body designation language while specifying that ex officio members serve in a nonvoting capacity.

• Authorizes the Secretary to establish a cotton industry advisory committee and requires sufficient Department of Food and Agriculture funds to be available before administering cotton district provisions.
