Adds veterans preference systems to the selection devices that the Department of Human Resources must review, examine for validity, and update.

Requires the Department of Human Resources to collect and maintain statistical data on veteran status underutilization within the state civil service workforce, alongside existing data on race, ethnicity, gender, and disability.

Mandates data analysis on veterans including utilization compared to labor force availability, separation rates by department, salary administration, age and salary comparisons, examination participation and passage rates, and recruitment efforts and employment conditions.

Makes statistical information on veteran status available during normal working hours to all interested persons, consistent with existing equal employment opportunity data transparency requirements.
