Renames the Treasure Island Transportation Management Agency to the Treasure Island Mobility Management Agency and establishes it as an independent, autonomous public agency governed by the board of the transportation authority.

Authorizes the Board of Supervisors to revise, revoke, or redesignate the transportation management agency at any time and allows the board to designate itself as the transportation management agency.

Grants the transportation management agency independent powers to adopt transportation programs, impose congestion pricing fees, establish parking regulations and fees, collect transit pass fees, and enter into contracts necessary to implement transportation improvements on Treasure Island.

Establishes the transportation management agency as a separate legal entity responsible for its own obligations, debts, and liabilities, with authority to act under its own name and adopt an annual budget.

Declares the act an urgency statute effective immediately to ensure timely development of the Treasure Island sustainable urban neighborhood.
