Establishes the Courts-Martial Appellate Panel as a new military court of California, consisting of three justices appointed by the Governor with experience in military law.

Panel justices serve four-year terms and are paid at the federal O-6 military pay grade only while in session; can be convened by the President of the United States, the Governor, or the Adjutant General.

Grants the panel authority to issue extraordinary writs on matters arising under California military law, the Uniform Code of Military Justice, and gubernatorial regulations affecting the California active militia.

Authorizes the panel to adjudicate appeals of court-martial sentences involving dismissal, dishonorable discharge, bad-conduct discharge, forfeiture of pay, or confinement.

Requires the panel's precedential decisions to be posted publicly and gives the United States Court of Appeals for the Armed Forces direct precedential authority unless the panel directs otherwise.
