Prohibits school district and community college district administrators from knowingly soliciting, accepting, or receiving contributions for campaigns of elected officials or candidates within their employing district.

Defines "administrator" as superintendents, chancellors, presidents, or district-level officials reporting directly to these positions at school districts or community college districts.

Prohibits elected officials and candidates of school districts or community college districts from requesting administrators to solicit, accept, or receive campaign contributions.

Allows administrators to solicit, accept, or receive contributions for their own campaigns for school district or community college district offices.

Expands existing Political Reform Act of 1974 violations to misdemeanor crimes with criminal penalties, effective August 18, 2014.
