Requires postsecondary institutions participating in the Cal Grant Program to adopt written policies by July 1, 2015 ensuring reports of Part 1 violent crimes, sexual assault, and hate crimes are forwarded to law enforcement immediately or as soon as practicable.

Mandates crime reports be forwarded to law enforcement without identifying the victim unless the victim consents after being informed of the right to withhold identifying information; alleged assailants cannot be identified if victim does not consent to identification.

Applies to community college districts, California State University, University of California, and private/independent postsecondary institutions as a condition of Cal Grant Program participation.

Establishes that crime reporting requirements do not constitute a waiver of confidentiality laws, and victim identity protections take precedence under the Government Code.

Took effect immediately upon Governor's approval on September 29, 2014 as an urgency statute.
