Requires the Department of Community Services and Development to develop a plan by January 1, 2016, in collaboration with the State Board of Equalization and stakeholders, for funding and implementing a Low-Income Water Rate Assistance Program.

Plan must include methods for collecting funds to support the program, mechanisms for providing funding assistance through credits or reimbursements, and methods to determine how much money needs to be collected from water ratepayers.

Prohibits the bill from authorizing a state charge to fund the program.

Requires the department to report to the Legislature by January 1, 2016, on findings regarding the program's feasibility and desired structure, including recommendations for any necessary legislative action.

Defines "low-income" as households with income equal to or no greater than 200 percent of federal poverty guideline levels, with one-person households evaluated using two-person household guidelines.
