Extends existing unfair business practice prohibitions from contests to sweepstakes, including requirements to disclose odds, rules, prize values, and actual contestant participation rates.

Prohibits using electronic video monitors to simulate gambling or play gambling-themed games in business establishments that predetermine sweepstakes prizes or connect players to prize awards.

Exempts limited promotional sweepstakes conducted incidentally to substantial legitimate sales of consumer products or services, and does not apply to licensed gambling enterprises or the California State Lottery.

Defines "sweepstakes" as any procedure for distribution of items of value by lot, chance, predetermined selection, or random selection that is not unlawful under Penal Code chapters on gambling and lotteries.

Violations are misdemeanors; establishes that no state reimbursement to local agencies is required as costs result from creating new crimes under existing Government Code provisions.
