Local educational agencies must calculate and award proportional course credit based on attendance time and a grade of D or higher for coursework in graduation-required courses.

School districts, charter schools, and county offices of education must accept full or partial credits and grades for coursework completed by foster pupils at other schools and cannot require retaking courses where a passing grade was earned.

Each local educational agency must adopt a policy by July 1, 2015 at a public hearing establishing a method for awarding full or partial credit to transferring foster pupils, with consideration of the California Child Welfare Council's Partial Credit Model Policy.

The Superintendent of Public Instruction must issue an annual letter to each local educational agency notifying it of its duty to award all full and partial credit for courses to foster pupils who transfer between schools.

Coursework completed in courses required for graduation must be awarded credit in the same or equivalent course that satisfies graduation requirements.
