Requires individuals and organizations distributing voter registration cards to obtain cards from county elections officials or the Secretary of State and comply with all applicable state regulations.

Expands confidentiality protections to include voter signatures on affidavits of registration, in addition to existing protections for driver's license numbers, identification card numbers, and social security numbers.

Prohibits electronic submission of affidavits of registration on county websites, but allows counties to provide hyperlinks to the Secretary of State's electronic voter registration system.

Requires community colleges and California State University campuses with automated class registration systems to permit students to apply to register to vote online through the Secretary of State's website during class registration.

Extends penalties for improper compensation of voter registration assistants and misuse of voter registration information to include those assisting with electronic voter registration submissions on the Secretary of State's website.
