Increases homeless assistance under CalWORKs from $65 to $75 per day for families of up to 4 members, with the fifth and each additional member receiving $15 per day, up to a daily maximum of $135 (previously $125)

Requires annual cost-of-living adjustments to the homeless assistance amounts to reflect increases or decreases in the cost of living

Requires the State Department of Social Services to issue implementation guidance by April 1, 2015, and adopt regulations by July 1, 2016

Declares that no state appropriation shall be made for the bill's purposes under the continuously appropriating funds provision for CalWORKs

Specifies that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement to local agencies shall be made pursuant to statutory procedures
