Requires the State Department of Social Services to conduct annual unannounced visits to all licensed community care facilities, residential care facilities for the elderly, child day care centers, and family day care homes effective July 1, 2017

Establishes transitional visit requirements: 30% of non-high-risk facilities by July 1, 2015; 20% of non-high-risk facilities by July 1, 2016; and 100% of facilities annually beginning July 1, 2017

Eliminates the previous requirement for unannounced visits at least once every 5 years and replaces it with minimum visit frequencies of once every 3 years (by July 1, 2015), once every 2 years (by July 1, 2016), and annually (by July 1, 2017)

Makes prelicensure surveys optional at the department's discretion when an application is for licensure of a currently licensed facility with no material change to management or operations

Removes provisions requiring increased random sampling when department citations exceed the previous year's total by 10 percent
