AB 1458 Summary

• Authorizes transfer of funds from the Local Airport Loan Account to the Aeronautics Account to support the California Aid to Airports Program when the subaccount balance exceeds projected needs, with transfers not reducing the subaccount below $5,000,000.

• Requires the Department of Transportation to conduct a study by January 1, 2016, on adjusting the monthly transfer amount of motor vehicle fuel taxes to the Off-Highway Vehicle Trust Fund, in consultation with the Department of Parks and Recreation and Department of Motor Vehicles.

• Modifies state transportation improvement program rules to allow project costs to vary up to 20% from the amount reported at allocation for right-of-way costs calculated at the time of project construction contract acceptance.

• Increases the cap on distinctive identifiers (decals) for clean air vehicles using HOV lanes from 40,000 to 55,000 and requires adoption of the 2015 Active Transportation Program by December 31, 2015.

• Allows driver's license applicants to indicate in their application, rather than by affidavit, that they have never been issued and are not presently eligible for a social security account number, and appropriates $4,934,000 for California Highway Patrol dispatch radio console replacement.
