Increases licensing fees for community care facilities, residential care facilities for the elderly, residential care facilities for persons with chronic life-threatening illness, and child day care facilities by approximately 10%.

Establishes temporary manager and receiver authority to operate facilities in crisis situations, with court-ordered receivership for up to 3 months (extendable) and departmental appointment of temporary managers for up to 60 days (extendable).

Requires announced inspections of foster family homes during annual recertification and unannounced inspections when homes are on probation or other specified circumstances exist.

Delays implementation of the Home Care Services Consumer Protection Act to January 1, 2016, and revises licensure requirements for home care organizations including proof of liability insurance and employee dishonesty bonds.

Establishes the Commercially Sexually Exploited Children Program to provide training, prevention, and intervention services for child victims of commercial sexual exploitation, with funding distributed to participating counties by July 1, 2014 implementation date (operative January 1, 2015).
