Creates enhanced behavioral supports homes as community care facilities with maximum 4 clients, certified by State Department of Developmental Services and licensed by State Department of Social Services, operating as a pilot program through January 1, 2020, with up to 6 homes approved annually.

Establishes community crisis homes as community care facilities with maximum 8 clients to provide crisis intervention services to individuals with developmental disabilities at risk of institutional or out-of-state placement, requiring certification and licensing before operation.

Requires regional centers to provide comprehensive assessments to clients' rights advocates and superior courts for consumers in developmental centers, with notice to advocates at least 30 days before individual program plan meetings discussing assessment results.

Authorizes regional centers to pay health insurance deductibles (in addition to existing copayments and coinsurance) for consumers whose families have income not exceeding 400% of federal poverty level, and requires data collection on deductible payments.

Allows acute crisis center admissions to Sonoma Developmental Center beginning January 1, 2015, limiting each facility to 5 residents in distinct units, and increases in-home respite and personal assistance service rates by 5.82% effective January 1, 2015.
