• Transfers administrative fine authority for unauthorized medical information disclosure from the Office of Health Information Integrity to the State Department of Public Health

• Expands California Health Benefit Exchange emergency regulation authority until January 1, 2017, allowing regulations to remain in effect for up to 2 years

• Transfers Office of Patient Advocate duties to Department of Managed Health Care to be carried out through community-based organizations, while Office focuses on coordinating state health consumer assistance programs

• Dissolves Managed Risk Medical Insurance Board on July 1, 2014, transferring its programs (Healthy Families, Access for Infants and Mothers, County Health Initiative Matching Fund, Major Risk Medical Insurance Program) to Department of Health Care Services

• Expands Medi-Cal coverage to pregnant women earning up to 109% of federal poverty level, and authorizes pregnancy-related postpartum services up to 138% of poverty level through state plan amendments; creates Medi-Cal Access Program to replace AIM-Linked Infants Program
