Prohibits fees for income-eligible families in part-day California state preschool programs commencing 2014-15 fiscal year and freezes family fee schedules at July 1, 2014 levels.

Renames and modifies the Measurement of Academic Performance and Progress (MAPP) to the California Assessment of Student Performance and Progress (CAASPP), changing primary language assessment provisions and expanding assessment administration requirements.
