AB 1464 Summary

• Establishes the Local Control Funding Formula (LCFF) for calculating state education funding for school districts, charter schools, and county offices of education beginning in 2013-14 fiscal year, based on per-pupil grants adjusted for unduplicated pupil counts (English learners, free/reduced-price meal eligible, foster youth).

• Repeals provisions requiring county superintendents to pay tuition and transportation for pupils attending schools in adjoining states from county tuition funds; for 2014-15 only, requires the Superintendent to apportion sufficient funds to cover these costs, with attendance credited to pupils' home school districts.

• Expands the definition of "necessary small high schools" eligible for special funding to include county office of education high schools serving foster youth (until July 1, 2017) and unified school district comprehensive high schools with fewer than 286 pupils in low-density areas.

• Modifies funding calculations for pupils transferring between school districts (court-ordered transfers, charter school enrollment, open enrollment) to basic aid districts, limiting state aid to 70% of the base grant when entitlements include necessary small school funding.

• Appropriates $4,747,914,000 from the General Fund for the 2014-15 fiscal year to implement the LCFF transition and requires the State Board of Education to report on implementation status by February 1, 2015.
