Transfers authority for drinking water programs from the State Department of Public Health to the State Water Resources Control Board effective July 1, 2014, including administration of the Safe Drinking Water State Revolving Fund.

Expands oil spill prevention and response regulations to cover all state waters (not just marine/coastal waters), increases fees, and establishes new civil penalties for violations including marijuana cultivation on forest lands.

Creates the Parks Project Revolving Fund and modifies state park funding mechanisms, including changes to the State Parks Revenue Incentive Subaccount and increased appropriations for park capital projects.

Establishes the California Climate Resilience Account within the Coastal Trust Fund to support coastal zone management activities addressing climate change and sea level rise risks.

Increases grants to community conservation corps from multiple funding sources (beverage recycling, electronic waste, tire recycling, and used oil funds) totaling up to $20.97 million annually for litter reduction and recycling programs.
