Establishes the Office of Law Enforcement Support within the California Health and Human Services Agency and grants peace officer status to specified investigators and protective services officers at state hospitals and developmental centers.

Authorizes counties to establish voluntary alternative custody programs for county jail inmates, allowing participation in residential treatment, transitional housing, mental health services, and other programs as alternatives to incarceration.

Creates the Case Management Reentry Pilot Program in the Department of Corrections and Rehabilitation to provide case management social workers assisting parolees with housing, employment, mental health services, and basic needs in at least three counties over three years.

Establishes mentally ill offender crime reduction grants administered by the Board of State and Community Corrections on a competitive basis to counties developing comprehensive responses to reduce crime and criminal justice costs related to mentally ill offenders, with separate grant tracks for adults and juveniles.

Beginning April 1, 2015, restores CalWORKs and CalFresh eligibility for individuals convicted of drug felonies after December 31, 1997, subject to compliance with probation or parole conditions, and establishes the Recidivism Reduction Fund for community crime reduction service providers.
