Appropriates $554,092,510 from the General Fund as an augmentation to the Budget Act of 2013 for the 2013-14 fiscal year.

Allocates funds across multiple state departments and programs, including $285,794,000 for medical care and services benefits and $238,957,000 for additional medical services.

Requires the Controller to distribute funds according to a specified allocation schedule across eight different budget items and schedules.

Any unencumbered balances remaining as of June 30, 2014 shall revert to the General Fund.

Takes effect immediately as a Budget Bill under the California Constitution.
