Establishes up to 4 HIV and Hepatitis C screening demonstration projects operating for up to 2 years to provide outreach and linkage to care for vulnerable, underserved individuals at high risk for HIV infection.

Creates a 3-year pilot program in Los Angeles County enabling school districts to provide vision care services (exams and eyeglasses) to Medi-Cal students through mobile vision providers at school sites.

Increases PACE program capitation rates from 90% to 95% of fee-for-service equivalent costs effective April 1, 2015, for elderly Medi-Cal beneficiaries receiving community-based long-term care.

Modifies Medi-Cal drug rebate calculations to include utilization data from all health plans (with limited exceptions) starting July 1, 2014, and requires the department to develop coverage policies for prescription drugs with supplemental payments.

Appropriates $3.2 million from the Major Risk Medical Insurance Fund to agricultural worker health plans and $3.75 million for electronic health records technical assistance under the State Medicaid Health Information Technology Plan for fiscal year 2014-15.
