AB 1478 Summary

• Exempts projects financed through State Water Pollution Control Revolving Fund and Safe Drinking Water State Revolving Fund from restrictions on private entity design and construction of state projects until December 31, 2019.

• Reauthorizes $10,000,000 from Housing Rehabilitation Loan Fund for rental subsidies to homeless or at-risk individuals experiencing economic hardship from drought conditions.

• Increases state funding cap for San Clemente Dam removal or alteration from $25,000,000 to $30,000,000 and authorizes Leland Stanford Mansion Foundation to contract for restoration of the mansion's front staircase.

• Creates subaccount within State Energy Conservation Assistance Account to track loans made with Greenhouse Gas Reduction Fund moneys for energy projects in buildings owned by state agencies, UC, and CSU.

• Modifies renewable energy resource eligibility requirements for small hydroelectric facilities and self-generation incentive program criteria, and extends deadline for liquidation of drought emergency drinking water funds to June 30, 2018.
