Amends Penal Code Section 3042 to require the Board of Prison Terms to send written notice to judges via United States mail instead of certified mail with return receipt for parole suitability hearings of life-sentenced prisoners.

Amends Penal Code Section 3043 to add regular mail as an available notification method for victims and next of kin regarding parole hearings, in addition to existing telephone, certified mail, and electronic mail options.

Appropriates $5,000,000 from the Recidivism Reduction Fund to the Board of State and Community Corrections for establishing a social innovation financing program for counties, with up to 5 percent available for program administration.

Amends Section 51 of Chapter 26 of the Statutes of 2014 to extend the deadline for adopting regulations implementing specified sections from 2016 onward.

Declares the act takes effect immediately as a bill providing for appropriations related to the Budget Bill.
