Prohibits any person or entity from selling, giving, or furnishing cigarettes with single-use filters (made of cellulose acetate, plastic, or biodegradable materials) to anyone in California, whether through in-person sales or shipment/delivery.

Applies to all direct and indirect transactions, including mail and package delivery services, with no age restriction on the prohibition.

Authorizes district attorneys and city attorneys to assess civil fines of $500 for each violation, with sales of 1-20 cigarettes constituting a single violation.

Establishes legislative findings that cigarette butts are the most common litter item, cost $41 million annually to clean up statewide, and pose environmental and health hazards including child ingestion cases.

Fine proceeds are deposited in the treasury of the city or county whose attorney assessed the fine, with enforcement conducted through established administrative procedures.
