Establishes Section 32527.5 of the Public Resources Code to create an infraction for violating posted regulations adopted by the San Joaquin River Conservancy on lands owned or managed by the conservancy.

Violations of conservancy regulations are punishable by a maximum fine of $250.

Authorizes any duly authorized California peace officer to enforce regulations adopted by the conservancy.

Exempts the state from reimbursing local agencies or school districts for costs related to this new infraction, as permitted under California Constitution Article XIII B.
