Requires the Department of Veterans Affairs to develop a California-specific transition assistance program for veterans discharged from the Armed Forces or National Guard by July 1, 2015.

Program shall include information on higher education benefits, vocational training, small business resources, health care programs, mental health resources, military sexual trauma (MST) resources, and housing information.

Designed to complement the federal Transition Goals, Plans and Success (TGPS) program by providing California-specific resources to veterans relocating to or residing in the state.

Department shall utilize existing personnel, resources, and the CalVet Internet website to disseminate transition assistance information.

Addresses the finding that 50 percent of post-9/11 veterans experience transition difficulties and higher unemployment rates compared to civilian counterparts.
