Extends the authority for counties to enter into inmate transfer agreements until July 1, 2018 (previously set to expire July 1, 2015)

Clarifies that transfer agreements may include sentenced misdemeanants, felons sentenced to county jail under Penal Code Section 1170(h), and persons required to serve imprisonment as a condition of probation

Requires receiving counties to provide adequate facilities that are accessible to the transferring county, with concurrence of the receiving county's sheriff or corrections director

Establishes legislative intent that counties consider alternatives to incarceration, inmate classification levels, treatment availability, public safety, facility capacity, geographic distance, sentence length, inmate preference, and transfer costs before entering agreements with nonadjacent counties

Requires counties to report annually to the Board of State and Community Corrections on the number of offenders housed in other counties and reasons for out-of-county placement
