Allows property owners in Palmdale, Lancaster (Los Angeles County), and Ukiah (Mendocino County) to register vacant 1-4 unit residential properties with local law enforcement and file a Declaration of Ownership stating the property is unoccupied and unauthorized for occupancy.

Requires law enforcement or a retained private security company to inspect registered properties at least once every three days and immediately notify law enforcement if unauthorized persons are found on the property.

Permits property owners to file for a temporary restraining order and injunction against unauthorized occupants 48 hours after they are notified by police, with court-ordered vacancies enforceable within 48 hours and subject to arrest for trespass.

Makes property owners liable for reasonable attorney's fees, up to $2,000 in special damages, and all damages to any person who vacates as a result of a falsely filed Declaration of Ownership.

Applies only until January 1, 2018, when the sections are repealed unless extended by subsequent legislation.
