Requires an $80 monthly young child special needs supplement for each child under 2 years old in a CalWORKs assistance unit, adjusted annually for cost-of-living increases.

Mandates implementation through an all-county letter by April 1, 2015, and through formal regulations by July 1, 2016.

Allows CalWORKs participants to request supportive services through county websites if available, or through alternative methods if counties lack online capability.

Eliminates the continuous General Fund appropriation otherwise available to offset county costs for implementing these provisions.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated local program costs, reimbursement shall be made according to existing statutory procedures.
