Requires all residential care facilities for the elderly to maintain liability insurance of at least $1,000,000 per occurrence and $3,000,000 annual aggregate, effective July 1, 2015.

Insurance must cover injury to residents and guests caused by negligent acts, omissions, or neglect by the licensee or its employees.

Exempts facilities that are an integral part of a continuing care retirement community from the liability insurance requirement.

Creates a new crime for violation of the liability insurance requirement, making it enforceable by the State Department of Social Services.

Specifies that no state reimbursement to local agencies is required because costs result from creating a new crime under the California Constitution.
