Continuously appropriates federal funds from the Federal Trust Fund to the California Department of Aging and Department of Rehabilitation if the annual Budget Act is not enacted by July 1 of a fiscal year.

Directs appropriated funds to the California Department of Aging to pay area agencies on aging for administration of programs under their jurisdiction.

Directs appropriated funds to the Department of Rehabilitation to pay independent living centers for administration of programs under their jurisdiction.

Requires the first emergency payment to be made on July 15, with subsequent payments on the 15th of each month until the Budget Act is enacted.

Declares the bill an urgency statute that takes effect immediately to ensure elderly persons and persons with disabilities do not experience service interruptions during budget delays.
