Authorizes school district governing boards to allow pupils to attend community college for computer science courses upon recommendation of a community college dean or computer science administrator and with parental consent.

Exempts computer science courses from the existing 5% limitation on principals' recommendations for community college summer session attendance.

Allows community college districts to enter into formal partnerships with school districts to provide secondary school pupils access to computer science courses if the pupil has exhausted all equivalent course opportunities at their high school.

Requires partnership agreements to be filed with the state Department of Education and Office of the Chancellor of the California Community Colleges, and specifies that pupils receive community college credit and high school credit for completed courses as determined by the governing boards.

Prohibits denying enrollment in community science courses solely because a pupil does not own a required laptop computer or other computing device.
