Removes the January 1, 2015 expiration date from Penal Code Section 13823.16, allowing the Domestic Violence Advisory Council to operate indefinitely rather than sunset.

Maintains the council's composition of no more than 13 voting members and 2 nonvoting ex officio members, including domestic violence advocates, battered women service providers, law enforcement representatives, and LGBTQ+ service providers.

Requires at least one-half of council membership to consist of domestic violence victims' advocates or battered women service providers, with representation reflecting the state's ethnic, racial, cultural, geographic, and disability diversity.

Establishes appointment authority: 7 voting members by the Governor, 3 by the Assembly Speaker, 3 by the Senate Rules Committee, and 2 legislative ex officio members (one each from Assembly and Senate).

Requires the Office of Emergency Services to collaborate with the council on developing funding priorities, framing proposals, and soliciting bids for the Comprehensive Statewide Domestic Violence Program.
