Authorizes the Monterey County Water Resources Agency to use design-build contracts for a project connecting Lake San Antonio (Monterey County) and Lake Nacimiento (San Luis Obispo County) with an underground tunnel or pipeline to maximize water storage, supply, and groundwater recharge.

Requires the design-build entity selected for the project to enter into a project labor agreement binding all contractors performing work on the project.

Restricts the use of the design-build process solely to this specific project and no other purposes.

Provides two alternative design-build procedures: Section 2 references Public Contract Code Section 20133, while Section 2.5 references Public Contract Code Chapter 4 (Sections 22160+) and becomes operative only if Senate Bill 785 is enacted and effective by January 1, 2015.

Declares that a special statute is necessary due to the unique circumstances of the Monterey County Water Resources Agency and cannot be addressed by general law.
