Increases penalties for vehicular manslaughter committed while violating wireless device prohibitions: gross negligence violations punishable by state prison for 4, 6, or 10 years (previously 2, 4, or 6 years); non-gross negligence violations punishable by county jail for 16 months, 2, or 3 years (previously up to 1 year)

Creates new criminal penalties for unsafe operation of a motor vehicle with bodily injury caused by wireless device violations: 30 days to 6 months jail plus up to $1,000 fine for bodily injury; 90 days to 1 year jail plus up to $1,000 fine for great bodily injury (previously $70-$95 fine only)

Applies enhanced penalties when violations of Vehicle Code Sections 23123 (hands-free wireless telephone requirement), 23123.5 (text-based communication prohibition), or 23124 (minors' wireless device prohibition) proximately cause death or injury

Establishes state-mandated local program requiring no reimbursement under California Constitution Article XIII B, Section 6
