Requires the Employment Development Department to print standard information employee pamphlets in English and the 7 other most commonly used languages among program participants, and make unemployment insurance benefit information available on its website in those 7 languages.

Requires the Director of Employment Development to periodically review policies and practices that delay eligibility determinations, increase workload, or provide little value in preventing fraud, and report findings to the Legislature by July 1, 2015.

Prohibits scheduling eligibility determinations for weeks when individuals commence or participate in training or education programs they have notified the department about, unless the programs conflict with unemployment compensation requirements.

Requires continued unemployment claims to be submitted within 14 days of the week ending date or department issuance date (whichever is later), and prohibits disqualification for claims submitted 15-21 days late without good cause finding.

Makes an appropriation to the Unemployment Fund to cover additional benefit payments resulting from the expanded eligibility protections.
