Requests the University of California to establish the California Health Data Organization to create an all-payer claims database collecting claims data from private payers, Medi-Cal, and Medicare programs.

Requires private payers (health insurers, health care service plans, and third-party administrators for self-insured plans with 200+ beneficiaries) to regularly submit detailed claims data including diagnoses, procedures, charges, payments, and patient demographics to the organization.

Directs the organization to organize collected data by charges, health care service types, and risk adjustment factors, then design and maintain a public searchable website allowing consumers to compare prices paid by payers for procedures without identifying individual payer rates.

Prohibits public data from containing individually identifiable information and requires the organization to keep proprietary information confidential, exempt from public records requests and subpoena.

Requests the organization establish working groups with payers, physicians, providers, regulators, and consumer representatives to coordinate with federal and state price transparency efforts and inform updates to data collection and public reporting.
