Requires the State Department of Public Health to expand statewide newborn screening to include adrenoleukodystrophy (ALD) once it is adopted by the federal Recommended Uniform Screening Panel (RUSP).

Exempts expenditures from the Genetic Disease Testing Fund for expanding the Genetic Disease Branch Screening Information System to include cystic fibrosis, biotinidase, severe combined immunodeficiency (SCID), and adrenoleukodystrophy (ALD) from standard public contract code and state administrative manual requirements.

Maintains the continuously appropriated Genetic Disease Testing Fund, supported by fees collected for newborn screening tests, with intent that all program costs be fully supported by these fees.

Allows the department to adopt emergency regulations to implement the genetic disease screening program without standard regulatory review procedures, with regulations taking effect immediately upon filing with the Secretary of State.
