Repeals and replaces Chapter 4 of Division 5 of Title 4 of Part 6 of the Penal Code, transferring concealed handgun licensing authority from county sheriffs and municipal police chiefs to the Department of Justice.

Requires the Department of Justice to issue a concealed handgun license within 30 days of a completed application, with a fee not exceeding $100, valid for 5 years statewide.

Requires applicants to submit an application form, fingerprints, fee, proof of training (maximum 8 hours covering firearm safety), two passport-size photographs, and answer questions from federal Form 4473.

Creates a misdemeanor for submitting false information on a license application and a felony for knowingly making false statements regarding criminal history, mental health commitments, dishonorable discharge, or citizenship renunciation.

Specifies that no state reimbursement is required because costs are incurred only from the creation of new crimes, consistent with Government Code Section 17556.
